Earlier today, in another sign of progress, Iraq’s Council of Representatives approved two agreements with the United States: a Strategic Framework Agreement and a Security Agreement (often called a Status of Forces Agreement or SOFA).

Two years ago, this day seemed unlikely – but the success of the surge and the courage of the Iraqi people set the conditions for these two agreements to be negotiated and approved by the Iraqi parliament. The improved conditions on the ground and the parliamentary approval of these two agreements serve as a testament to the Iraqi, Coalition, and American men and women, both military and civilian, who paved the way for this day.

The President today made additional disaster assistance available to the State of Texas affected by Hurricane Ike during the period of September 7 to October 2, 2008, by authorizing an extension of 100 percent Federal funding for debris removal (Category A), including direct Federal assistance, under the Public Assistance program.

On November 25, 2008, President Bush signed a proclamation that suspends the designation of Bolivia as a beneficiary country under the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act (ATPDEA). The suspension, which takes effect on December 15, 2008, is the result of Bolivia’s failure to cooperate with the United States on counternarcotics efforts, which is one criterion for ATPA and ATPDEA eligibility

By virtue of the authority vested in me by the Constitution and laws of the United States, including 3 U.S.C. 301 and 46 U.S.C. chapter 539, I hereby approve the provision by the Secretary of Transportation of insurance or reinsurance of vessels (including cargo and crew) against loss or damage from war risks in the manner and to the extent provided in chapter 539 of title 46, United States Code, for trade in the Black Sea, whenever, after consultation with the Secretary of State, it appears to the Secretary of Transportation that such insurance adequate for the needs of the water-borne commerce of the United States cannot be obtained on reasonable terms and conditions from companies authorized to do insurance business in a State of the United States.
