President Obama Sets Greenhouse Gas Emissions Reduction Target for Federal Operations

Target to Drive Energy Cost Reductions in Federal Operations, Creating Clean Energy Jobs WASHINGTON, DC – President Barack Obama today announced that the Federal Government will reduce its greenhouse gas (GHG) pollution by 28 percent by 2020.  Reducing and reporting GHG pollution, as called for in Executive Order 13514 on Federal Sustainability, will ensure that the Federal Government leads by example in building the clean energy economy.  Actions taken under this Executive Order will spur clean energy investments that create new private-sector jobs, drive long-term savings, build local market capacity, and foster innovation and entrepreneurship in clean energy industries. As the single largest energy consumer in the U.S. economy, the Federal Government spent more than $24.5 billion on electricity and fuel in 2008 alone.  Achieving the Federal GHG pollution reduction target will reduce Federal energy use by the equivalent of 646 trillion BTUs, equal to 205 million barrels of oil, and taking 17 million cars off the road for one year.  This is also equivalent to a cumulative total of $8 to $11 billion in avoided energy costs through 2020.

President Obama to Propose New Small Business Jobs and Wages Tax Cut

New jobs proposal will create jobs, cut taxes for small businesses WASHINGTON, DC – Tomorrow in Baltimore, Maryland, President Obama will announce details of the Small Business Jobs and Wages Tax Cut, one of his new proposals to create good jobs in America.  In last night’s State of the Union Address, President Obama outlined a series of ways he will fight to create good paying jobs and continue our economic recovery. One of these proposals, the Small Business Jobs and Wages Tax Cut, will put more Americans back to work by giving businesses – particularly small business – a tax cut for new hiring.  The new proposal will also provide tax incentives for businesses to expand wages for their employees.

Statement by the Press Secretary on S.2949

On Wednesday, January 27, 2010, the President signed into law: S. 2949, the “Emergency Aid to American Survivors of the Haiti Earthquake Act of 2010,” which increases, from $1 million to $25 million, the cap for fiscal year 2010 on the amount that the Department of Health and Human Services may spend for the provision of assistance to repatriated U.S. citizens; increases, by $65 million, the 2010 funding for the Medicaid Qualified Individual program; and reduces the Medicaid Improvement Fund by $90 million

Statement From the Press Secretary on Statutory PAYGO

The serious fiscal situation that our country faces reflects not only the severe economic downturn we inherited, but also years of failing to pay for new policies—including the 2003 prescription drug law and large tax cuts that most benefited the well-off. The result was that the surpluses projected at the beginning of this decade were transformed into trillions of dollars in deficits that threaten future job creation and economic growth.  In the 1990s, statutory PAYGO encouraged the tough choices that helped to move the government from large deficits to surpluses, and the President believes it can do the same today. Statutory PAYGO would hold the government to a simple but bedrock principle: Congress can only spend a dollar if it saves a dollar elsewhere.  Mandatory spending increases and tax cuts must be paid for; they’re not free, and borrowing to finance them is not a sustainable long-term policy
