WASHINGTON – Today, President Barack Obama announced his intent to nominate the following individuals to key administration posts: Paula Barker Duffy, Member, National Council on the Humanities Isabel Framer, Member, Board of Directors of the State Justice Institute Susan H. Hildreth, Director, Institute of Museum and Library Services Thomas R. President Obama Names Two to U.S. Circuit Courts

WASHINGTON- Today, President Obama nominated Caitlin Halligan for a seat on the United States Court of Appeals for the District of Columbia Circuit and Jimmie V. CDT THE PRESIDENT:  Thank you so much for being here.  And first of all, I just want to thank Jeff and Sandy and Tristan and Skyelar for letting us use their backyard.  So please give them a big round of applause.  (Applause.) And since we are here, I should just say, go Bulldogs.  (Applause.)  I know how to work a crowd.  (Laughter.)  I want to make sure that everybody also acknowledges your outstanding governor, Chet Culver, who’s here.  (Applause.)  The mayor of Des Moines, Frank Cownie, who is here.  (Applause.)  And State Representative Janet Petersen is here.  (Applause.)  All of whom are doing great work, and I had a chance to work with and get to know when I spent a few months here in Iowa a couple years ago.

Statement on New Executive Order Designating Iranian Officials Responsible for or Complicit in Serious Human Rights Abuses

The United States is strongly committed to the promotion of human rights around the world, including in the Islamic Republic of Iran.  In accordance with U.S. law and the Administration’s commitment to human rights for the Iranian people, the President has signed an Executive Order authorizing the Departments of State and Treasury to impose sanctions on eight Iranian government officials tied to serious human rights abuses against the people of Iran. These measures are being taken pursuant to the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010, which imposes sanctions against senior officials in the Iranian government who, based on credible evidence, were involved in the commission of serious human rights abuses during or after Iran’s 2009 presidential election.  The individuals designated will be subject to financial sanctions and visa ineligibilities under U.S.

Message to the Congress Concerning Executive Order Designating Iranian Officials Responsible for or Complicit in Serious Human Rights Abuses

TO THE CONGRESS OF THE UNITED STATES: Pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), I hereby report that I have issued an Executive Order (the "order") that takes additional steps with respect to the national emergency declared in Executive Order 12957 of March 15, 1995. In Executive Order 12957, the President found that the actions and policies of the Government of Iran threaten the national security, foreign policy, and economy of the United States.  To deal with that threat, the President in Executive Order 12957 declared a national emergency and imposed prohibitions on certain transactions with respect to the development of Iranian petroleum resources.  To further respond to that threat, Executive Order 12959 of May 6, 1995, imposed comprehensive trade and financial sanctions on Iran.  Finally, Executive Order 13059 of August 19, 1997, consolidated and clarified the previous orders.
