Release Time:  For Immediate Release MEMORANDUM FOR THE SECRETARY OF STATE SUBJECT: Delegation of Authority Pursuant to Sections 110(d)(4) and 110(f) of the Trafficking Victims Protection Act of 2000, as Amended By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, I hereby delegate to you the authority conferred upon the President by the Trafficking Victims Protection Act of 2000 (Division A of Public Law 106-386), as amended (the "Act"), to determine, consistent with sections 110(d)(4) and 110(f) of the Act, with respect to Burma for fiscal year 2012, that assistance described in section 110(d)(1)(B) of the Act would promote the purposes of the Act or is otherwise in the national interest of the United States. You are authorized and directed to publish this memorandum in the Federal Register. BARACK OBAMA

President Obama’s Plan to Put Veterans Back to Work

The Administration’s new veteran employment initiatives, coupled with the work that President Obama has already accomplished in creating employment opportunities for veterans, will help put tens of thousands of veterans back to work.   The President’s Commitment to Veteran Employment Today the President will announce new details of his Veterans Jobs Corps initiative which will help put veterans back to work on a range of projects that leverage skills developed in the military: • New incentives to hire veterans as first responders: The President will announce $166 million in 2012 Community Oriented Policing Services (COPS) Hiring Grant funding and $320 million in 2012 Staffing for Adequate Fire and Emergency Response (SAFER) grants

OBAMA:  All right!  (Applause.)  All right, this is some good stuff.  This really is.  (Applause.)  Wow.  Thank you all so much.  Please, rest yourselves, because you obviously have been working hard already.  (Laughter.)         Wow, the power of women — and a few brave men, too.  (Laughter.)  It's a good thing.  Thank you so much.  It is such a pleasure and an honor to be here with so many fabulous, fabulous women.  And you all brothers are okay, too — the men — men are good, men are good.  (Laughter.)         I want to start by thanking Mattie for that very kind introduction.  But, more importantly, she and Michael have — they have been with us from the way beginning; the "Barack Obama Who?" beginning; the Barack — what?  You want me to write a check for that guy?  (Laughter.)  They were there from the very start, and they have not just been supporters but they have been friends, they have been our encouragers, they have been the handful of people who kind of keep us grounded in ways that I don't think they even really understand.  So I want to take this time to just give them a shoutout of love, because they are just amazing people.  Thank you.  Thank you, guys.  Thank you for opening up your home.  (Applause.)          I've been in L.A.

On One-Year Anniversary of Startup America Initiative President Obama Sends Startup America Legislative Agenda to Congress

Release Time:  For Immediate Release Administration Takes Immediate Steps to Accelerate Startup and Small Business Growth Today, on the one-year anniversary of both the White House Startup America Initiative and the private-sector Startup America Partnership, President Obama sent a Startup America Legislative Agenda to Congress which will expand tax relief and unlock capital for startups and small businesses that are creating jobs. Additionally, the Department of Homeland Security (DHS) will take steps to attract and retain foreign-born entrepreneurs and highly-skilled immigrants so they can start up the next generation of small businesses and great American companies.  The Administration also unveiled several new agency actions to accelerate the growth of young, job-creating companies, at the same time that new entrepreneur-led regional coalitions are launching throughout the nation. “One year ago today, I called for an all hands on deck effort to ensure that America remains the best place on Earth to turn a great idea into a successful business.  The private sector responded, with the Startup America Partnership launching new entrepreneurial networks all across the country.  Today, we’re taking new steps that build on that progress, and I urge Congress to send me a common-sense bipartisan bill that does even more to expand access to capital and cut taxes for America’s entrepreneurs and small businesses,” said President Obama.

Thank you, Christina, for that introduction.  I also want to thank your president, Mary Sue Coleman.  (Applause.)  The mayor of Ann Arbor, John Hieftje, is here.  (Applause.)  My outstanding Secretary of Education, Arne Duncan, is in the house.  (Applause.) We have some outstanding members of Congress who are here as well, who are representing you each and every day.  Give them a round of applause — come on.  (Applause.) AUDIENCE MEMBER:  I love you, President Obama! THE PRESIDENT:  I love you back.  (Applause.) So in terms of — boy, we've got all kinds of members of Congress here, so — (laughter.) Where's Denard?  (Applause.)  Denard Robinson is in the house.  (Applause.)  I hear you're coming back, man.  (Applause.)  That is a good deal for Michigan.  (Applause.) Well, it is wonderful to be here.  I want to thank all of you for coming out this morning.  I know for folks in college, this is still really early.  I remember those days.  It is good home — good to be in the home of the Sugar Bowl champion Wolverines.  (Applause.)  And with Denard Robinson coming back, this will be a team to be reckoned with.  I understand your basketball team is pretty good this year, too.  (Applause.)  All right — go, Blue!  (Applause.)  It's always good to start with a easy applause line.  (Laughter.)    But the reason I'm here today — in addition to meeting Denard Robinson — (laughter) — is to talk with all of you about what most of you do here every day — and that is to think about how you can gain the skills and the training you need to succeed in this 21st century economy.  And this is going to be one of the most important issues that not just you face, but this entire country faces:  How can we make sure that everybody is getting the kind of education they need to personally succeed but also to build up this nation — because in this economy, there is no greater predictor of individual success than a good education
