President Bush on Wednesday said, “A system that doesn’t hold people to account assumes that certain children cannot learn, and that it’s acceptable to shuffle them through school. Well, that’s not acceptable in America, to shuffle children through school. That’s what I have called the soft bigotry of low expectations.
